had the same issue... Just forgot the export part, that wasn't in this part of the tutorial :

export GAZEBO_PLUGIN_PATH=${GAZEBO_PLUGIN_PATH}:~/gazebo_plugin_tutorial/build/

that solved the problem for me . . .
