can we force a motion on a join ?

in softwares like adams we can apply force and we can apply motion and by motion i dont mean to enter a trajectory and it follows it with a pid .i mean actual motion constraint .like the sim will force the joint to revolve at a certain speed and certain velocity and there is zero error on trajectory following. i want to now can we define revolution on joints like that? and if thats possible can we do it with a ROS node ?
