modeling large outdoor world

We would like to model a large outdoor (suburban, or rural) highway area. Minimum 5 sq KM, more is better. I am assuming a low poly mesh in DAE (simple building forms, plus some traffic structures (lights, signs, etc). Textures would also be simple. Any tips? Any insight into how Gazebo manages large scene spaces (Level of Detail)?
