Is it possible to make non-driving wheel for a wheeled robot?

I think that to make a robot which has 3 wheels. Two are driven wheels and located rear side of a robot and one is non-driven wheel and located front side of it.

How to make a non-driven wheel?

If not possible, how to make a driven wheel close to a non-driven wheel?

All joints in Gazebo are passive until you send commands for them to move. So if you don't send any commands, the joints can move freely.

You can check out this tutorial on how to make a simple mobile robot with two actuated front wheels and a passive caster wheel in the rear.
