Can I use the "Occupied Event" in a model or have I to use it in a world only?

I developing a scenario simulation of a train. I need a object that crosses the railway at a specific moment. For this I like to use the "occupied event" in a model. Is is possible? Because it is not clear to me how I can use this plugin. If I look at the OccupiedEventSource I can see a world pointer is required. This implies putting this plugin to a model section would not work.

Is is right? Or maybe there exists a other way to implement this kind of event.
