Error when starting up Gazebo: Unable to download model manifests

Here is the full error message:

Error [ModelDatabase.cc:228] No <database> tag in the model database database.config found here[http://gazebosim.org/models/]
Error [ModelDatabase.cc:287] Unable to download model manifests

This happens when I start up gazebo running on Ubuntu Trusty 14.04. I have tried stating gazebo via the normal method and using a ROS empty_world launch file, and the error persists.

Due to this error, the functionality of gazebo is reduced. Any help would be greatly appreciated
