Is it possible to divide "World" in Gazebo as a matrix form then assign different velocity to each matrix element.

For Example, Let's say , We divided World as 2x2 Matrix and assigned different velocity for different location like below Matrix(1,1) = 3 Matirx(1,2) = 4 Matrix(2,2) =6
