Why is the physics "max step size" affecting joint velocities?

While trying to debug noisy joint velocities (see this question) , I tried reducing the max time step and noticed that this also changes the velocities I am reading of my joints.

Why are these related? Shouldn't joint velocities be independent of the time step?
