write my own controller plugin substitues "libgazebo_ros_control.so"

I'm trying to establish my own robot model in gazebo, but I'm stuck in the ros_control plugin. Will it be possible for me to simulate a motor in gazebo and write it into a plugin instead of "libgazebo_ros_control.so" to drive my robot? I'm also thinking about using simulink to simulate the motor, but how to get the corresponding plugin?
