Can Ignition Gazebo simulate a hydraulic-actuated robot?

I would like to simulate a hydraulic biped humanoid robot using Ignition Gazebo.

If Ignition Gazebo is unable to simulate this, can you suggest a simulator that can?

I don't see a reason why you wouldn't be able to simulate it. Each actuator will probably be modeled as a prismatic joint, and you may need to write a plugin to simulate the force applied in response to a command.
