baxter simulation gazebo plugin does not publish topic

I am working with baxter simulation on ros melodic, The problem is that I cannot find the camera topic and /robot/sonar/head_sonar/state published by gazebo plugins in baxter_base.gazebo.xacro. Also when I tried to run rosrun baxter_tools -c right_hand_camera, I got

File "/opt/ros/melodic/lib/python2.7/dist-packages/rospy/impl/", line 148, in wait_for_service raise ROSException("timeout exceeded while waiting for service %s"%resolved_name)
rospy.exceptions.ROSException: timeout exceeded while waiting for service /cameras/list

Anyone know how to fix this? Thanks!!
