Gazeobo simulator questions

I am setting the joint using the Model Editor, but I have set the axis of rotation and speed. However, when you exit the Editor and run the Simulator, the part set as a joint must rotate, but a phenomenon that does not rotate occurs. I would like to know the cause and solution for this. With gazebo's model editor, I would like to ask if it is impossible to set up a robot such as pan/tilt or robot arm to give rotation to the joints you want.
