When I finished Plugin Configuration this all procedure and run gazebo --verbose ../velodyne.world

It will appear this mistake

There was also such a mistake. In the file velodyne.world in the line <plugin name="velodyne_control" filename="libvelodyne_plugin.so"> . Fixed it, everything went.
