Is there a non-ROS joystick teleop for Gazebo?

From what I have seen, Gazebo can use ROS to read joysticks and control a simulated robot. Is there a way to do this without ROS or should I write my own plugin to do it?

Check out the "citysim" branch on gazebo. There is a plugin called Joy. Note that this is a development branch that utilizes ign-msgs1
