running gazebo on ros slave machine

When I run gazebo on a ros slave machine using rosrun gazebo_ros gazebo, no gazebo topic is registered. It is working fine with running the gazebo on the master machine though.

I am wondering if gazebo-ros-package only works when gazebo is running on the master machine.
