No access to collisions from the ConnectWorldCreated event

Hi there,

I noticed that at the event::Events::ConnectWorldCreated I can only access the models + links but not the collisions. Is this normal, or a bug?

However at the event::Events::ConnectWorldUpdateBegin I can access the collisions as well. The reason for which I would prefer using the ConnectWorldCreated event is that it is only called once. For the later I need to stop the connection so it's not called every iteration.

Also this might be avoided if the server side system plugins Load() method would be called after the world is loaded? Similar to the gui system plugin issue.

I am using Gazebo 3.0, the test was done while playing back logged simulations using a server side system plugin.
